RFQ Flowdown Triage — Quality Clause & Export-Control Screen. Know what the RFQ is asking before you quote.
Reads an RFQ, PO or drawing notes (plain text, or a PDF with a text layer), finds the quality, DFARS/FAR, CUI, export-control, special-process, certification, inspection, counterfeit-parts and record-retention clauses, and triages each against your own supplier capability profile. Every clause carries its source document, page and line. Anything unknown is a question for the buyer, never a silent pass.
Screening aid that flags issues for human review. Not a legal, export-control, or compliance determination.

What it checks
The tool detects that clause text is present and compares it with what you told it about your shop. It does not say a clause applies, and it does not judge whether you meet it in law.
| Rule | Detects | Compared with your profile |
|---|---|---|
RFT-DFARS-01 | DFARS 252.225-7009, specialty metals, domestic melt | Specialty-metals sourcing |
RFT-CUI-01 | 252.204-7012, 7019/7020/7021, NIST 800-171, CUI, CMMC | CMMC level, 800-171 assessment |
RFT-EXP-01 | Export-control clauses, classified as ITAR, EAR with ECCN, EAR99 (low risk) or deemed export / US-persons; only generic export-controlled wording stays UNKNOWN | ITAR registration, US-persons-only |
RFT-DIST-01 | Distribution Statements A to F | Statements you can receive |
RFT-QMS-01 | AS9100, ISO 9001, approved-supplier wording | Certification status and expiry |
RFT-FAI-01 | AS9102 first article | FAI capability |
RFT-NADCAP-01 | Heat treat, NDT, plating/anodize, welding, chemical process, coating | Processes held, approved subs |
RFT-CERT-01 | CoC, mill cert, process cert, test report | Certs you provide |
RFT-SRC-01 | Customer or government source inspection | Source inspection supported |
RFT-CFT-01 | Counterfeit parts (AS5553, AS6174, 252.246-7007/7008) | Prevention program |
RFT-REC-01 | Record retention (N years) | Longest retention you offer |
RFT-REV-01 | RFQ/PO vs drawing revision mismatch | Always UNKNOWN (ask the buyer) |
RFT-FLOW-01 | A DFARS/FAR clause number outside the catalog | Always UNKNOWN |
RFT-CONF-01 | Low confidence, a PDF with no text layer, or no clauses found | UNKNOWN |
Each clause is MET, GAP or UNKNOWN. Any GAP gives NO-BID-RISK; otherwise any UNKNOWN gives CLARIFY; otherwise CLEAR. A blank profile entry is UNKNOWN, never a GAP and never MET. Exit codes for scripts: 0 CLEAR, 3 CLARIFY, 4 NO-BID-RISK.

Privacy
- RFQs, POs and drawings are read on your computer and are never uploaded. They may be export-controlled; keep them local.
- With
--offlinethe tool makes no network call at all and still produces the full card. - When you choose a signed receipt, only an audit hash, a hash of the RFQ number and a one-line metric are sent to the signing endpoint. RFQ text, clause text, customer names and file names are not.
- Use
--no-excerptsto keep RFQ text snippets out of the local card as well.
Limits
- No OCR: a scanned PDF is a CLARIFY. Unusual layouts may not extract; low-confidence clauses become UNKNOWN lines rather than guesses.
- The clause catalog is a pattern list, not legal analysis. A clause number it does not know is reported UNKNOWN.
- It is only as good as your profile. Leave anything you cannot confirm blank; blank means a question for the buyer.
- It does not decide whether to bid, and it makes no determination about export control, DFARS, CMMC or any other regime.
